Once you have resided in the Netherlands on the basis of a temporary residence permit for at least 5 consecutive years, you can apply for the granting of a permanent residence permit or to have your existing residence permit changed into a permanent residence permit.

If your application meets the European conditions, an entry will be made on your residence document stating “long-term resident - EC”. If your application does not meet the European conditions, it will then be assessed whether the application meets the conditions for granting a permanent permit on the basis of national legislation. If these conditions have been met, a permanent residence permit will be granted in accordance with national legislation. If your application also fails to meet these conditions, it will be assessed whether you are eligible for an extension of your current permit. You will only be required to pay one fee for this triple or double assessment.

Conditions:
you have held a temporary residence permit for a minimum of 5 consecutive years;
you have a residence permit for a non-temporary objective, such as family reunification or employment;
you have sufficient means of support
you do not constitute a risk to the public order

If you meet the conditions, you can apply to the IND for a permanent residence permit.

Please note:
EU nationals who are staying in the Netherlands on the basis of the EC Treaty are not obliged to have a residence permit. Therefore, if you are an EU national and are staying in the Netherlands legally, but do not have a residence document, you must use other documentary evidence to prove that you have legally been in the Netherlands for 5 years.

Valid passport
Proof of health insurance
Current residence permit
Documentary proof of income
Documentary evidence showing that you have been resident in the Netherlands for 5 consecutive years on the basis of a valid residence permit immediately prior to your application.
